Ankara Sereserpe Köftecisi, where no knife and fork are used and even the salad is eaten by hand, has held on to its place among my favourite köfte houses for years. The köfte arrives not on a plate but on a piece of crisp bread. The garlic served alongside it takes the whole thing to another level.
